Former pastor turns himself in to State Police

The former pastor of the Living Waters Church in Ripley turned himself in to State Police. Thirty-nine-year-old Douglass Harper is accused of sending sexual text messages to a 15-year-old boy. It happened after a church field trip in March. The church fired Harper after the allegations. He is out on bond and on home confinement.
