RISE program suffered from bureaucracy problems

The former director of RISE West Virginia, Mary Jo Thompson, told state lawmakers the program suffered from environmental and bureaucracy problems. Thompson resigned last month. She testified before the legislature’s flood committee for more than two hours yesterday. Testimony confirmed that more than two years after the flood only seven cases for permanent housing have been completed through RISE.
