Record first-quarter surplus

Governor Jim Justice says West Virginia had the highest first-quarter surplus in state history, nearly 120-million-dollars for fiscal year 2019. September general revenue collection was up over 54-million dollars. The Governor says the annualized growth rate of 18-percent is an unheard of figure.
