West Virginia Attorney General Patrick Morrisey is leading a multi-state charge against the Obama administration’s clean power plan, which seeks to curb pollution from coal-fired plants seen as a key culprit in climate change. The U.S. Supreme Court last month voted to freeze the plan while legal challenges are pending.
