Manchin on drug abuse programs

Senator Joe Manchin is hoping a new tax on the sale of opioid drugs will help pay for drug abuse programs. Manchin introduced the Budgeting for Opioid Addiction Treatment Act yesterday. If passed, the tax of one-cent per milligram would generate nearly two-billion-dollars a year.
