West Virginia Gov. Earl Ray Tomblin has approved a plan to use reserves and sweep agency accounts to cover a $111 million budget gap for the fiscal year ending June 30. On Thursday, the Democrat signed the bill approved by the Republican-led Legislature during an ongoing budget session. The law uses $32 million from the state Rainy Day Fund and covers the rest with money from various other departments. Tomblin vetoed $3 million that would have come from his office’s civil contingent fund.
