Democratic Gov. Jim Justice says he’s near a deal with the Senate Republican leadership on a budget and tax overhaul to limit spending cuts to about $50 million while raising the sales tax 1 percent and cutting West Virginia’s income tax. However, the Senate and House later passed a budget with cuts the governor has criticized and no tax increases.
