Canadian drug plan could be implemented in Charleston

A drug policy from the great white north could be implemented in Charleston. The manager of the Toronto Drug Strategy took part in a panel discussion this week. The Toronto plan is based on a four pronged approach that includes prevention, harm reduction, treatment, and enforcement.
