Flooding causes state of emergency in 8 counties

Governor Justice has declared a state of emergency in eight counties due to flooding from heavy rains. There were some emergency evacuations Sunday, and dozens of roads and some bridges were washed out or covered with water yesterday. Moderate flooding is forecast along the Potomac River, and minor flooding is occurring along the Cacapon River.
