Improvements to the needle exchange program

The Kanawha-Charleston Health Department is discussing ways to improve its needle exchange program. City council introduced a bill last week to end the program, since then the health department has made some changes. Health officials say the program is needed to reduce the risk of spreading infectious diseases like hepatitis.
