Jay Smithers Retirin

West Virginia State Police Superintendent Jay Smithers is retiring. Smithers has been in the post for about half a decade but will step down tomorrow. He has more than four decades of law enforcement experience and is a graduate of the FBI Academy in Virginia. Smithers comes from Sissonville and attended a number of other higher education institutions, including Marshall University.
