Light is on

The Capitol Emergency Lantern is on in Charleston as the West Virginia budget battle continues. Governor Justice says he had the light turned on to signify a full scale emergency if no deal is reached on spending. The Senate and House leadership are sharply criticizing the move as lawmakers struggle to find a spending package while saying the governor has been under-delivering on promises. Justice says he is offering up the executive conference room in his office every morning to meet and lock the doors until the budget crisis is resolved
