According to the latest court ruling, Morgantown Mall is within the city limits of Westover. The long-running annexation battle between the mall owners and the city was settled in court this week. The city is now expected to gain nearly a-million-dollars a year in tax revenue. The mall owners are expected to appeal the ruling.
