Mother arrested for child neglect

A South Charleston mother is in jail this morning charged with child neglect. Shalinda Ball was arrested when police found her 11-year-old daughter and 1-year-old infant holding a sign asking for help. Officers found Ball at her mother’s house, and claimed she’d only left the children for an hour. The two little girls were taken to the police station.
