State looks at prison overcrowding

State leaders are talking about the prison overcrowding issue, and a comprehensive study of the state's prison system is planned, according to a letter obtained by the Associated Press. West Virginia doesn't have alarming numbers of inmates and crime rates are low compared with other states, but most prisons are at capacity if not over capacity. Building new prisons will be considered, as will treatment programs for substance abuse, and programs that aim to deter repeat offenders.
