Police looking for charged with animal cruelty

Police are looking for the man accused of hanging a dog in a tree earlier this week. An arrest warrant has been issued for 23-year-old John Tay Copening, Jr. He’s charged with animal cruelty and killing the dog. The dog was found Tuesday on Madison Street on Charleston’s West Side.
