The person pegged by President-elect Donald Trump has some ties to the Mountain State. Joanne Tomblin and Elaine Chao went to school together, and she has known Governor Tomblin and his wife for many years. The outgoing governor hopes that his “in” with the secretary will help with the many highway projects the state needs to work on.
