Trooper accused of using excessive force

A lawsuit accuses a West Virginia State trooper of excessive force. Twenty-year-old Joshua Settle accuses of Trooper Nathan Stepp of using excessive force against him. Settle claims the trooper dragged him out of his car; choked, pepper sprayed, and beat him with a nightstick. Stepp says he tried to pull over Settle when he crashed his car, and his injuries were caused in the crash.
