West Virginia needs to focus on improving health, workforce participation, education and job skills while also building top-notch infrastructure. That’s one of the findings in a just released report addressing why a state rich in natural resources is so poor. The State of Working West Virginia says part of the problem is West Virginia has replaced high-wage jobs with low-wage jobs and states with a heavier than average reliance on mining income are likely to have lower incomes.
