WV RISE streamlining procedures

West Virginia’s RISE flood recovery program is streamlining procedures. Governor Justice says 130 homes will be constructed under existing contracts, but new contracts will have to be issued on several others, because they weren’t drawn up properly. The system has been plagued by mismanagement.
