New Rules for the Needle Exchange Program

New rules for the needle exchange program outlined by the fire department and Charleston Police Chief Steve Cooper Monday call for only retractable needles to be distributed by the program. The new rules also require participants to be tested for blood-borne illnesses, and they must agree to additional testing every six months. The new rules go into effect next Monday, April 2.
