Break-in at vacant home in South Charleston

Two people are charged with burglary after breaking into a vacant home in South Charleston. Fred Ferrell and James Harvey were caught Thursday afternoon trying to steal copper pipe from a home on Pennsylvania Avenue. City workers saw them break down the back door, and officers caught up with them before they left the property.
