Panhandle

The ACLU of West Virginia is fighting for the right to panhandle. The union’s director says certain proposed city and county ordinances around the state that would make panhandling illegal are a constitutional violation. The ACLU says the rules threaten the rights of homeless and low income people in West Virginia communities. Letters have been sent to the Morgantown City Council, the Martinsburg City Council and the Berkley County Council over the issue.
