The large number of babies being born with an addiction to opioids is putting a strain on foster care. Also the number of parents who are addicted and can no longer care for a child is adding to the problems. According to a new report by the Department of Health and Human Resources, the number of children in foster care in the state increased by nearly 25-percent.
