HUD Secretary speeding up flood relief

HUD Secretary Ben Carson says he’s taking steps to cut through red tape to speed up the process of helping West Virginia flood victims. Carson said his department was caught off guard when it found out the Rise West Virginia program had been put on hold earlier this year. He says the nearly $150 million provided by HUD does no good sitting in an account.
